Ask for redhat subscription while enabling package

I am getting redhat subscription error on centos 8. As per my knowledge centos is an open source and does not require redhat subscription. so can you tell me why i am getting this error.

[root@Centos8 yum.repos.d]# sudo dnf config-manager --set-enabled PowerTools
Updating Subscription Management repositories.
Unable to read consumer identity
This system is not registered to Red Hat Subscription Management. You can use subscription-manager to register.

Error: No matching repo to modify: PowerTools.

You get that message because subscription manager is installed and enabled. Either uninstall it or disable it.

The PowerTools repo was helpfully renamed to powertools in 8.3 which is why you get the error you get.
CentOS 6 died in November 2020 - migrate to a new version!

Can you please tell me how to disable subscription manager .
I have checked in other CentOS machines that by default subscription manager is in enabled position.
