setup apache on alternate port

I'm trying to setup apache on a new server w/ CentOS 4.2 (and current updates). When I started apache initially it started OK.

Then I tried to switch the port from 80 to port 7080. When I try to start apache I get the following error:

[root@abc conf]# service httpd start
Starting httpd: (13)Permission denied: make_sock: could not bind to address
no listening sockets available, shutting down
Unable to open logs

If I switch the port to 8080, it works OK.

I changed the port by modifying the ServerName line and the Listen line.

Is there something in the network configuration that needs to be updated?

There was a similar question last year, but the topic ended with no answer or solution.

2 things to check

1. Are you using Virtual hosts?

You may need to modify this option:

2. Check that you aren't filtering out the port with Netfilter.

As root, do an "iptables -Ln"

have you checked that port 7080 isn't already in use..?
