The network connection speed is fine. During the download, it showed a speed of 3-5 MB/s; a test of the bandwidth was around 4.

Are you behind a web proxy of some sort? Perhaps your ISP uses one without you knowing?
Can you use e.g curl http://mirror.centos.org/centos/8/AppSt ... es.yaml.gz -o to retrieve the file it's complaining about?

The future appears to be RHEL or Debian. I think I'm going Debian.

We've found this was a Cisco FirePower rule blocking this erroneously. Thanks for looking anyway.

I've got a test system that suddenly 2 months ago wasn't able to receive updates. I thought it was a transient problem, but then I powered it up yesterday and it STILL couldn't. I exhausted everything I could think of locally with dnf and finally wiped the system and started fresh thinking there must've been something and it STILL wouldn't work.
Turns out it was the Cisco bug linked above. CentOS-8 - AppStream was hanging at 99% every time.
Strangely CentOS 7 and Fedora 32 machines on the same network worked fine through that period, but now they're failing too.
EDIT: elrepo is the only one hanging on CentOS 7, Fedora it's the repo for some proprietary software.
