Replace console output

Hi there,

I'm looking to disable console access to an appliance VM I am creating - we've been successful in disabling the console TTY, but I am wondering whether it is possible to replace this with another executable or service that displays an image, or some text (e.g. contact information, network information, etc).

I've found lots of suggestions to use modify the /etc/issue prompt, but we want to ensure console login is completely disabled.
