I needed to go to HP for a copy due to my printer not being included in the driver provided. That said, the HP package is broken/messed. Here is how I forced it to work:

dnf remove hplip-common-3.18.4-9.el8.x86_64

rpm -ivh hplip-3.20.6-RHEL8-x86_64.rpm --nodeps
