use minimal image as a live image?

I downloaded the minimal Net install image of CentOS at http://mirror.it.ubc.ca/centos/8.0.1905 ... s/boot.iso
Now, How can I use it without installing it? Is there any way to use this image as a system rescue live image for executing some basic commands such as parted or ip or ..?

Configure the network and go to TTY3.

The thing you have downloaded is only a boot iso. It contains no packages and will need access to a mirror in order to obtain any content. I am not sure if the initramfs that is included on the iso contains a rescue environment or not. If it does then it's accessible from the Troubleshooting menu that you see when it first boots up.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.

There are 1155 commands available in that root mode.
