When should we expect a release of a patched kernel for CentOS 7 that covers cve-2019-1125? I can see that RedHat has released kernel-devel-3.10.0-1062.1.1.el7.x86_64.rpm to fix this but we are still waiting on a package for CentOS.

You're right, that update isn't available for CentOS yet. My guesstimate for availability would be early next week.
