I'm using CentOS 7.6. I have a AMD 970 chipset motherboard with Etron USB 3.0 and AMD EHCI OHCI and XHCI USB controller Includin Via Firewire Controller. Etron USB 3.0 Controller and Front panel AMD USB 2.0 aren't working.

lspci provides the following output:

Did you try turning it off and on again?

USB hubs are fairly generic. Unless there is something special about yours they should just work. I am assuming you actually connected the front panel connector and fully power your board. I have had a motherboard in a HP that if you plugged in a 20pin ATX connector instead of a 24pin ATX connector would shut off two USB ports.

There are two things that can be a minor issue for Linux.
1. The IOMMU setting in bios might need to be turned on. Along with USB handoff.
2. The Etron controllers might need MSI set to off. You might want to boot with the setting pci=nomsi.

GRUB_CMDLINE_LINUX_DEFAULT="quiet splash pci=nomsi"
sudo update-grub

After that a reboot should do the trick.
