GDM Consent Login Banner

Does anyone know how to create Consent Login Banner on CentOS 7? I am looking to create a banner that comes up prior to the user typing in their user name and password. The banner must be clicked on for it to go away.

This worked for me: viewtopic.php?f=51&t=50529&hilit=gdm

EDIT: It doesn't get clicked on before it goes away, but it is the only other text located on the login screen.

If you find a solution that needs to be clicked on to close, let me know as I might use that approach instead of the above listed.

Thanks for the response! I saw this option out there but it has too many limitations to work for what I need. It doesn't require consent, you can barely put any text in there or it will give you an error and it doesn't display before the user names screen.
It is shocking to me that there isn't a better resolution for this with the fact that consent banners are a requirement for almost every organization. :|

I put in a lot of text (fills a large portion of the screen). For carriage returns, use \n

You are correct that it doesn't display BEFORE the login screen.

I noticed that under 7.1 there was a tiny amount of space above the username prompt. Under 7.2 it now displays it to the left of the username prompt and there is plenty of space for a notice. Yes it doesn't display before the login screen, but it does display before you can enter your username. Can you (or your legal team) not come up with a form of words that indicates login in to be consent?
