create control panel for centos 7 - login help

hello guys ,

i want create control panel for my centos 7 server

i need help about login users via passwords.

if i create database and store passwords in database , its security problem , and if database crash my control panel login stop working !

so i want add users via linux command, "useradd" and run "passwd user" for set password for user. then how can i check that password via login password in my control panel ?
