can not configure 2 network interfaces with static IP during Installation

During the installation of a minimal install, I am configuring 2 network interfaces for IPv4 static addresses and turn them both on. After the installation, when I check the ip addresses, it only seems that the first one is on.

when I look at the config files in /etc/sysconfig/network-scripts, the first interface has ONBOOT="yes" and the second one has ONBOOT=no.

also, if you notice, the config file for the first interface has all the settings in quotes, and the second config file does not.

How can I get them to both be configured for static address during the installation? Thanks.

Somewhere in that GUI there is "set this interface to start automatically". (I never pay attention to GUI details.)

Personally, I prefer to get my static addresses from DHCP and use "kickstart file" to do install configuration (if this is not "one off" install).
(I also look at the configuration with nmcli, rather than by reading files.)
