Tc command is not limiting the incoming bandwidth in Centos-8

Hi,
I have tried to set 10mbps network speed/ bandwidth for a vm using below command

tc qdisc add dev ens192 root tbf rate 10mbit burst 32kbit latency 400ms

Tc command is not limiting the incoming bandwidth in Centos-8. Since i get more than 20-25 Mbps as incmoing bandwidth,

Kindly suggest me, is there anything wrong in my command.

Is there anyother way to control Incmoing traffic in Centos8.
