How to change language to Brazilian Portuguese (pt_BR.UTF-8)

Hi, mey JBoss app send mail messages in Brazilian Portuguese and the default language of CentOS 8 is US English.
[root@rotinasjboss ~]# locale -a
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
locale: Cannot set LC_COLLATE to default locale: No such file or directory

I setted file /etc/locale.conf, but my app not changed to Brazilian Portuguese language.
[root@rotinasjboss ~]# cat /etc/locale.conf
LANG="pt_BR.UTF-8"

[root@rotinasjboss ~]# localectl
System Locale: LANG=pt_BR.UTF-8

Run yum list glibc-langpack\* and pick the right one for your language and then yum install that one.
