The short answer is: "You don't."
RHEL 7 has httpd "2.4.6".
RHEL 8 has httpd "2.4.37".
Stream 8 has* httpd "2.4.37".
RHEL 9 has httpd "2.4.51".
Stream 9 has* httpd "2.4.53".
*According to repository tree file content. Modules metadata might reveal more.
CentOS Stream 9 will get httpd 2.4.54 only if Red Hat decides to add it.
I'm surprised that Stream 9 does not have only "2.4.51" -- package rebases rare, particularly in components like Apache.
Red Hat does backport security fixes (and select features). See https://access.redhat.com/solutions/57665
* If you want security fixes, then you don't want 2.4.54 (nor CentOS Stream). You should prefer RHEL (or its rebuilds).
* If you do want all bleeding edge features of latest Apache, then you don't want RHEL nor CentOS Stream. Fedora, perhaps?
