Failed to start Load Kernel Modules

In CentOS 8-Stream, ever since kernel-4.18.0-348.7.1.el8_5.x86_64 I see 3 failure messages recorded in boot.log:
[FAILED] Failed to start Load Kernel Modules.
See 'systemctl status systemd-modules-load.service' for details.

The details (most recent, with kernel-4.18.8-358.el8.x86_64) are:

I can find multiple references to similar messages for several distributions on the web, all with suggestions about "something left over after an update." However, I also see these messages by downloading the "latest-dvd1.iso" and simply booting it to start a new VM install (QEMU/KVM).

What is going on here?

What's in /etc/modules-load.d
The future appears to be RHEL or Debian. I think I'm going Debian.

CentOS 5 and 6 are deadest, do not use them.

/etc/modules-load.d is an empty directory.

Seeing this as well. Trying a manual start in cockpit shows the following:

Condition ConditionDirectoryNotEmpty=/etc/modules-load.d was not met
Condition ConditionDirectoryNotEmpty=/run/modules-load.d was not met
Condition ConditionDirectoryNotEmpty=/usr/local/lib/modules-load.d was not met
Condition ConditionKernelCommandLine=modules-load was not met
Condition ConditionKernelCommandLine=rd.modules-load was not met

I have the same problem - systemd-modules-load.service failed to start.

It would appear that it's not starting because all of the directories that would contain the necessary files that would tell it what to do are all empty.
The future appears to be RHEL or Debian. I think I'm going Debian.

/etc/modules-load.d directory is empty as well. I have no idea why it would be empty or what to do to fix it.

Any suggestion on how to fix "load kernel modules" problem?

I understand key directories are empty, but why and what do I place in there so the process works again.

My two servers seem to work just fine however. (both have the exact same problem since moving from Centos 8 to Centos stream)

If you think it happens as a result of Stream then raise a bug.
