Is there a reason why I can't find siunitx latex package (as I can do in fedora)?

returns nothing

For el7 that package (texlive-siunitx) is in EPEL. EPEL for el8 does not have texlive-siunitx.
It is up to EPEL maintainers of texlive packages, what they do build for el8.
It is possible (although very inconvenient) to do a "source install" from CTAN to your home directory.
