I dont have internet access, have anyone added repo offline? I need Power Tools and Epel-release Repository while dont have inertnet access on my server. Where can I download? Is ther on Centos * Media?

first of all thanks for your reply, I actually need a link to download packages of "PowerTools" and "Epel-release" of Centos Repo in a zipped file

PowerTools packages you would download from one of the mirrors close to you: https://www.centos.org/download/mirrors/
Probably from path 8.3.2011/PowerTools/${ARCH}/os/Packages/
Similarly, EPEL has mirrors: https://admin.fedoraproject.org/mirrormanager/

for power tools Repo , there is more 1500 file in packages dir , so it is hard to download. Is there a path consist of zipped folder to download?

Yes, there are 'rsync' clients for Windows. (For example, MS's Windows Subsystem for Linux is one way to get 'rsync'.)

I found it easiest to make a virtual machine and use reposync. then migrate the repositories to the offline system.
