targetcli is corrupted

I have reason to believe the targetcli or the OS is corrupted on my server. I can't seems to be able to create a functional target that a remote machine can connect.

I repeated exactly the same steps on a virtual machine (running Centos 8). Targetcli https aka ms remoteconnect works perfectly on the 1st try. I believed the iscsi server is corrupted. I don't want to reinstall the OS. Is there anything I can do to reset the LIO and the targetcli functions?
