Screen Will not update unless key is pressed - HP Proliant DL380 G7

So this is a weird one, I just got a HP Proliant DL380 G7 server and installed CentOS 8 on it.

Now when I boot and I try to move the mouse it looks like it's not moving but if I press -any- key on my keyboard the screen updates and shows me the new location of the mouse, same happens for everything on screen, all animations look to be frozen but If I spam a key on the keyboard it looks animated. Also, once I'm done login in, if I mouse over anything other than the wallpaper it all freezes even more to the point that even pressing keys on the keyboard it doesn't update it.

I couldn't find anything related to this online.

Running on a HP Proliant DL380 G7 with Xeons 2x X5687 - 64 Gb of RAM - 7x 600Gb 10k drives (6 in raid 5)

I you need more info I could try to get something out of this but I'm not even sure it's possible as using the OS is impossible with this issue.

Does it work if you do not run a GUI?

How would I go about checking that? I have never used a text based OS before so that's why I've installed a gui based one in the first place.

Easiest way is to interrupt the boot process at the grub menu and append a space followed by the digit 3 to the end of the kernel command line.

Do you use Xorg or wayland? Maybe you could try the
other and see if that works better after you've logged in?

I'm expecting this to be due to running (or attempting to run!) gnome3 on a crappy ATI ES1000 video card that has no support for 3D. Test with the cli and see if it works normally and if it does, perhaps look at a different desktop that doesn't have the resource requirements of gnome3 (it mostly requires 3D support). Or install a newer video card?

Alright, I guess I should have mentioned that in my first post but I pretty much a complete noob at linux. After checking what the grub menu was, it seems like I should be able to access it by pressing shift during the boot but I couldn't get that to work.

tunk mentioned "Zorg" and "wayland", I have no idea what those are.

Finally, you say to test if it works in cli but as I have never used a cli OS before, I would have no idea how to check if it does or not.

If you have any OS recommendation for me, I would highly appreciate any recommendation as I only decided to install Centos after 30min of googling and seeing it was a free os that could do what I needed (Backup server, NAS and hosting gaming servers). I would prefer not to have to put more money into this machine with a graphics card unless there really are no other options (cli ain't one).

Shift at boot time would do nothing. The grub menu ought to be displayed automatically and lets you select which kernel to boot. When it appears, hit the 'e' key to edit the current entry and then find the line in it that starts with either "linux16" or "linuxefi" and scroll to the end of it and append the space and digit 3 then press ctrl-x to boot up.

And then what will I do? Even if I get to the cli I wouldn't know that to do with it.

You'll know whether it is as slow as the GUI. All you have to do is e.g. ls -la /usr/bin and watch it scroll past. If it's quick then you have a GUI poroblem.
