I have just setup another server and the same thing is happening, any idea how to stop this?

Do your servers have keyboard/mouse/monitor attached? Or a KVM over IP console of some description? Did they at some point in the past, say at install time which has now been removed?

You could use systemctl to disable the service but if you ever need to access the console via whatever tty that is trying to use then you won't get a login prompt.
