Since centos 8 having /boot on ext4 the pygrub said unable to find partition. For me the solution included converting the /boot from ext4 to ext3. With previous releases like centos 7 and centos 6 I didn't have this problem. Happy for you if you are OK with ext4 on centos 8 xen pv guest as well.

I haven't used xen for about 5 years since KVM is better in just about every way that I've found.
CentOS 6 will die in November 2020 - migrate sooner rather than later!
