No, they are entirely separate things and by default the root mysql password is not set at all on a fresh install.
The future appears to be RHEL or Debian. I think I'm going Debian.

I'd suggest running mysql_secure_installation as one of the first things you do after installing it. It prompts you to change the root password and disable a bunch of other stuff.
