for centos scp is allowed to happen... from other linux system to my centos-7.6 system.
rhel blocks scp (but allows ssh); in rhel if i setenforce 0 then scp is allowed to it.
what is are selinux commands to properly allow scp to happen (like in centos) so that i can keep selinux enabled as enforcing?

Not out of the box it doesn't. You've done something weird to your RHEL box if so.rhel blocks scp (but allows ssh); in rhel if i setenforce 0 then scp is allowed to it.
The future appears to be RHEL or Debian. I think I'm going Debian.
