selinux allow secure copy SCP

for centos scp is allowed to happen... from other linux system to my centos-7.6 system.

rhel blocks scp (but allows ssh); in rhel if i setenforce 0 then scp is allowed to it.

what is are selinux commands to properly allow scp to happen (like in centos) so that i can keep selinux enabled as enforcing?

Not out of the box it doesn't. You've done something weird to your RHEL box if so.
The future appears to be RHEL or Debian. I think I'm going Debian.

CentOS 5 and 6 are deadest, do not use them.
