Interesting. I got the same problem with 7.9 on 2 brand new R6515 machines over the weekend. I also have 4 others of the same model, about a year old and none of those had a problem installing at the time. I had put this failure on the new machines down to them using a different (newer) processor model and assoicated BIOS and iDRAC but an R720 is so old that it probably won't have the same updates available.
I tried with both CenOS 7.9 and RHEL 7.9 and got the same results with both. Using CentOS and RHEL 8.4 had a different problem, it failed to start X to do the install GUI but I was able to use text mode (horrid) to do a basic install. I then hacked a dumped CentOS 7.9 install onto the machine using the 8.4 boot and after fixing it up to make it boot, it works perfectly. So it's just the install that's broken and I have no idea if this is due to a Dell change or a RH one.

I just fixed my issue. Under Virtual Console in the iDRAC settings, I changed eHTML5 to HTML5 and everything then works.

In fact, This problem also occurred when I installed the system using HTML5. Last night, I tried to update the BIOS and IDRAC firmware, as well as some network cards and RAID cards, but they did not work properly.
