How to enable PCI hotswap on CentOS 7

Hi,
I am running CentOS Linux release 7.6.1810 (Core) on a Dell R740 PowerEdge server.
I am trying to enable hotswap on it. I have an Adex PEX16IX PCI Isolation card. But whenever I turn the isolator to disable the PCI slot, CentOS restarts. I've Googled around and seems like I need to set some config in CentOS but it is rather incomplete/vague. Would anyone be able to guide me to where to look or simply to provide the steps?

Start by getting your system up to date. It's is 4 years out of date at present and there will have been a lot of fixes betwen 7.6 and the current 7.9.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
