llvmtoolset 11 pkg not in centos scl repo

Is there a reason why the newer builds of llvmtoolset are not currently in centos scl? The latest I could find in the official repo was llvmtoolset 7.0.
I've found unofficial builds of 11, but it seems it was never officially signed.
