That tecmint blog is usual snake oil. Cheap substances do not have magical properties. If there is one that has any chance to succeed, it is ELevate https://almalinux.org/elevate

It is certain that ELevate (and RHEL's upgrade tool) do not work in all systems. However, if it does work in yours, then you get Rocky in one step without necromancing the dead.

In case it needs to be said more clearly: tecmint is not a reliable resource.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
