I could not find any place under "Applications --> System Tools --> Settings" to set windows behavior under mouse; specifically focus follows mouse.
Even though I am running GNOME, I found a tool under: "Applications --> Other --> KDE System Settings --> Window Behavior -> Window Behavior --> Focus --> Focus Follows Mouse". Perhaps not surprisingly, this had no effect on my window behavior.
I need a tool to do the same under GNOME. If there is one, I'd appreciate if you tell me how to find it.
