I noticed RedHat is already up to LLVM 11:

Are there any plans to port it to CentOS 7 as part of the "official" repos (EPEL or SCL)?
Or there are legal implications that prevent to do so?

I'd suggest raising a bug on bugs.centos.org with this info.
The future appears to be RHEL or Debian. I think I'm going Debian.
