Has anybody had this issue?

Hello
I don't use that app but I suspect your issue is in trying to install a fedora rpm.
Their download page has a flatpak https://trac.chirp.danplanet.com/chirp_daily/LATEST/ I'd install that.
Never installed a flatpak outside of flathub repo, but I'm guessing it's the same
