Hide all menus and panels in Gnome and ban all software for users

Hello,
I want to use a PC that runs with Centos7 and Gnome for users who should only work with one application. This application starts automatically after login. I would like to hide all menus and panels. The user may not use a terminal window or file manager, or other software. How can I do that. With the dconf and tweak-tools I have not yet been able to prevent the start of other software. My goal was to hide the top panel with the menus. Does anyone have a suggestion on how to do that?
