firefox system proxy global setting

In running CentOS 7.6 behind a proxy,

it seems under Applications - System Tools - Settings - Network - Network Proxy

this is relative and only applies to each user?

Is there a way to globally set the proxy to be ON and have the same value for all users?

as root, firefox preferences has a "system settings" selection for proxy.
as a user, it seems firefox by default has proxy=disabled and the only selections are automatic, manual, disabled.

at /usr/lib64/firefox/defaults/preferences/all-redhat.js

lockPref("network.proxy.http","proxy_address");
lockPref("network.proxy.http_port",3128);
lockPref("network.proxy.type",1);


NOT TESTED!!!
