You have this wrong. You appear to be using a proxy server already and need to amend yum.conf to cater for it. You don't _need_ a proxy server unless your organisation already has one and you need to use it to get outside.

How can I be confirmed that my system using a proxy already. If it's working I don't have the username and password , so how can I remove that proxy and use a new one?

[root@localhost ~]# curl -4 "http://mirrorlist.centos.org/?release=7 ... nfra=st ock"
curl: (7) Failed connect to mirrorlist.centos.org:80; Operation now in progress
I do not know if you are behind a web proxy or not but something is stopping you from getting to port 80 on the target machine. That is either going to be firewall rules or that you need to access the internet using your company's web proxy. I do not work for your company and do not know who it is so information about how their network is set up is something you are only going to be able to find out by asking your network or security dept about it.
