I just began using CentOS 7.9 as CentOS 8 support EOL end of this year and I wish to perform a Kernel upgrade offline to match the current kernel version in CentOS 8. I am performing the upgrade from kernel 3.xx to kernel 4.xx to fix CVE's reported/raised. I've look at rpm packages online and there seems to be no kernel 4.xx-el7 rpm packages for offline installation. Is there a rpm method for doing kernel upgrade? If not, how are CVE's reported/raised fixed in current kernel version? Is there any other offline method of upgrading the kernel?

Don't.
The kernel-3.10.0-1160.36.2.el7 released this week is the latest and greatest for CentOS Linux 7.
It contains all the security patches that Red Hat deems necessary for RHEL 7.
Red Hat backports fixes. They don't rebase core packages of Enterprise Linux.

Attempt to use a significantly different kernel from a different distro is likely to fail miserably.
