computer does not shut down, only reboots

For some time now my machine does not shut down when told to do so. It does not matter whether I use the System Menu or enter

shutdown -h now
(as root) in a terminal window. Only way to make it work is to open a text login screen (tty), log in as root and then enter the command above (or use the power switch before BIOS/UEFI has passed command to the OS). I suspect there is something amiss in the systemd jungle but what? Ideas anyone?

does a live CD shut it down?

I have an old HP Elitebook that suddenly began doing the same thing many CentOS versions (mid 7.X as I remember) ago. For a short time I blamed it's BIOS but BIOS updates didn't help. Then, late-mid 7.x versions it suddenly began shutting down again. That happily lasted several/few updates - and again, it will now only shutdown if I have the battery out I unplug it.

That laptop is now Centos 8 and it still reboots when it is told to 'shutdown'.
Remember - importing/building packages will likely "byte you in the butt" come update time, long after you'd forgotten you did that! Use repos whenever possible.

I don't have a live CentOS but I've got a USB memory with Mint 19.2 so I tried UEFI-booting that. It shuts down just fine. Is there any point in trying a live CentOS? If so, where do I find it?
I already saw a clear CMOS fix it
How do I clear CMOS?

if you can shutdown it using another OS it is not a BIOS issue

I first tried rebuilding grub configuration and this fixed

shutdown -h now
on the command line but it didn't do any wonders for the system menu shutdown. But following the advice in Havenard's post did.

I had to remove the [solved] prefix. The problem came back. What happens is that I get a core dump and corresponding system messages during the shutdown process:

and then the system reboots to emergency text console. A reboot then gives a normal startup.

I am afraid that I don't know how to make use of the dump info but perhaps some of you do so please tell me how to make this rather lengthy information available in the most convenient way. Or perhaps tell me what to look for in the files and how.
