yum-cron fails to update

Today my 3 centos 7 boxes each received updates thru /etc/cron.daily/0yum-daily.cron: 2 work as expected the other one didn't.
It sent the following email.

Transaction couldn't start:
libestr >= 0.1.9 is needed by rsyslog-8.24.0-52.el7_8.2.x86_64
libestr.so.0()(64bit) is needed by rsyslog-8.24.0-52.el7_8.2.x86_64
libfastjson.so.4()(64bit) is needed by rsyslog-8.24.0-52.el7_8.2.x86_64
p11-kit >= 0.23.5 is needed by ca-certificates-2020.2.41-70.0.el7_8.noarch

Updates failed to install with the following error message:
Could not run transaction.
sudo yum update ran fine from the cli and the system is updated. None of the others required these dependencies but why would the command line install them when yum-daily.cron fail? Since they all were in Base.

Well this happened again when the 3 systems updated and a command line sudo yum update was required to successfully complete the one machine. I googled " yum-cron error transaction couldn't start:" and looked at several posts in bugzilla and this one looked promising https://bugzilla.redhat.com/show_bug.cgi?id=1004853 but I am afraid its above my pay scale to understand.

two posts towards the bottom seem to deal with Centos 7 and I have compared the files /etc/yum/yum-cron.conf and /usr/sbin/yum-cron between two of the machines and don't see any differences.

So I am back at square one. Still no idea why this fails?
