centos 7 on r610 downloading slow for specific file types

This is killing me! I am having a hard time understanding why it's super slow on this server when downloading tar.gz files. It is running:

[root@madhost412 ~]# uname -r
3.10.0-1127.10.1.el7.x86_64
[root@madhost412 ~]# cat /etc/redhat-release
CentOS Linux release 7.8.

the NIC has negotiated 1000/full on both switch and server. It climbs to a few MB/s and then shortly drops to 10.7KB/s. On a server on the same switch, I get about 24MB/s sustained, so I know it has to be something with this server. I just updated the firmware to see if that resolved, no luck:

I can download iso, zip, and other file types fine on this server. It will cap out at about 24MB/s. For some reason, I only get 10.6KB/s on .tar.gz though.

The wget I had been trying to download from:
wget http://install.synergycp.com/bm/pxe-file-storage.tar.gz
or
wget http://www.sbeams.org/sample_data/Prote ... cat.tar.gz
