Disk apparently in use by the system; will not make a filesystem here

I am baffled here. I have two servers. They are set to have JBOD for controller. The motherboard(s) is new.. but when I moved drives over they just showed up fine.

I had a drive that was a small 240GB SSD I wanted to replace with a 512GB one. I removed drive and its VDO logical device name etc.

Trying to add new one and got weird error:

vdo: ERROR - Device /dev/disk/by-id/ata-SAMSUNG_SSD_PM851_mSATA_512GB_S1EWNYAF609306 excluded by a filter.

I posted to VDO team and they scratched head.... but when it came down to it.. I can't even format the drive and use it without VDO ... so I am back to it being an OS issue. Details below:

If I can create partition on it.. its not some weird read only state... but what is stopping it from being created with file system.

Oh.. and I mentioned systems.... I tested and same results on another system of same mobo. I also purchased another drive... same results.

hoping someone else has seen this.

Does it have a partition table on it? Last time I looked mkfs refused to make filesystems on a whole device if it had a partition table present.
CentOS 6 will die in November 2020 - migrate sooner rather than later!

I think I may have figured it out. The issue is likly some weirdness of the RAID controller abstracting the device as a dev/mapper object

Calls to create partition of the block device I have traditionally used worked.. but could not format. But once I addressed the disk as a /dev/mapper device I was able to format and use it as a normal disk.
