How install PHP selector?

Installed CentOS 7 (64-bit), PHP 7.3, WHM and CPanel.

You need to ask cpanel. We cannot help here. Cpanel replaces almost all components involved in this problem with their own and we cannot help with those. Only cpanel can answer.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
