Heartbeat has been deprecated for a number of years and no new release has been made for about 7 years. The packages included in CentOS 7 for this purpose are corosync and pacemaker.

Please treat the "Atomic" repo with caution. It overwrites packages from CentOS base and updates without warning so should be used with extreme caution.

Google for "clusters from scratch" and you should find some good docs on clusterlabs.org that take you through setting up a basic cluster.
