Your current passwd and shadow files are newer than the check-ins so I
don't think that is the problem after all.

There is one interesting fact:
I have cpanel installed in my computer and I can change password from there.

I did some googling and it seems this error is often related to cracklib, as you mentioned earlier. Is it installed?
