Failed to allocate ports using DBCA

Failed to allocate ports using DBCA

I've installed Oracle 10g R2 on CentOS 4.4. When I go to create a db using DBCA I get the following error:

oracle.sysman.emcp.exception.EMConfigException: Failed to allocate port(s) in the specified range(s) for the following process(es): JMS [5540-5559],RMI [5520-5539],Database Control [5500-5519],EM Agent [3938] | [1830-1849]

I've checked /etc/services and there are no port conflicts.

Any help would be greatly appreciated.
