403 Forbidden

Hi

I have already setup HTTP Server.
Why when I try to access http://localhost/
I got the default page even I have comment out of all line in welcome.conf

Another one is when I try to access http://localhost/index.php
I got error message that

I have try to set permission to 777 but got same message.

How can I solve this problem?

Under /var/www/ has other folder such as /manual
I have try to accesss that folder by typing http://locahost/manual/env.html
It can work without an error
But why I can't access to html folder ? :-(

Have a look in /var/log/messages and see if you are getting selinux related output related to this?
