Yum update cron service does nothing when enabled.

I have enabled the yum service so that if I type "service yum status" I get
Nightly yum update is enabled

Cron is also running...
service crond status
crond (pid 2370) is running...

However, things are not being updated.

If I type
yum update yum
and then
yum update

then everything updates fine, but I would not expect 200+ MB of download if the cron job had been running properly. The yum.log file shows nothing has happend for some time previously.

The cron log shows that cron.daily is being called.
The contents of /etc/cron.daily/yum.cron is...
#!/bin/sh

if [ -f /var/lock/subsys/yum ]; then
/usr/bin/yum -R 10 -e 0 -d 0 -y update yum
/usr/bin/yum -R 120 -e 0 -d 0 -y update
fi

It seems staight-forward enough so why is nothing happening? The sources are obviously OK otherwise yum wouldn't work at the command line either.
