If you would supply a URL for the HowTo you are referring to we might have some chance of understanding and answering your questions. As it is, I have no idea what you are talking about.

so in centos if you use the vitalization manager

go to page 39

http://www.centos.org/docs/5/html/5.2/pdf/Virtualization.pdf

you have the option in Install Media Url

how would I setup my own Media url ?

and can you do this with other distributions

From the document you linked: "Para-virtualized guests required network based installation media. That is your installation
media must be hosted on a nfs, ftp or http server."

You must set up a NFS, FTP, or Web server to host the media for the installation source.

Certainly, as long as you have appropriate media with drivers for para-virtualized installation.

so I downloaded an iso then mounted the iso to /var/www/html/distro made if available by http://x.x.x.x/distro/

and I get this error.

I'm really in over my head here, so someone with real experience in para-virtualized guests please jump in and correct me if I am wrong; but I did not interpret the document as just meaning to drop the ISO at a URL, rather that the URL must point to an installation tree intended for para-virtualized guest use, including the correct drivers, not just a "normal" ISO.

Again, not my area of expertise; however, I do know that it depends on what guest OS you want to use - apparently Ubuntu - so that question would best be directed to a forum specializing in that OS. You might start with a google on ubuntu paravirtualization.
