Apache / Permissions issue

I'm attempting to migrate a web application from a shared hosting account to a CentOS server, but have one last issue to overcome before I can do so. Here's what happens on my existing account...

When a PHP script creates a file in a user account (UserDir enabled), the file is created with the following permissions:

-rw-r--r-- user user

The Apache user/group does not take ownership of the file it creates.

How is this accomplished? Is my host possibly using suEXEC or can this handled only with directory permissions and virtual hosts?

Seriously? Why even bother replying with something so vague?

After further research, it looks like my host is using phpsuexec. I'm beginning to think this forum isn't worth visiting. I had hoped for more...
