CentOS 6.4 Timezone changes on it's own

We've had to create the link from /usr/share/zoneinfo// to /etc/localtime or copy it over a number of times, can someone help please.....

If you created a link, the file the link pointed to probably got overwritten.
Remove the link.
Re-install tzdata and copy the zonefile instead of linking.

Unlink it first, copy the correct file to /etc/localtime, run `rpm -V tzdata` and then `yum reinstall tzdata` if that lists anything changed.
