Trying to mockup a reseller webhosting VPS

I'm trying to create a vps webhosting like environment on my PC using VMware (this is for learning purposes only)

I've installed centos 7 so far.

What else do I need to install to create the following

Reseller site which should include:
control panel to create accounts/websites (NOT cPanel, maybe ispconfig or webmin, or one you recommend), that has the tools I need to manage everything, like whm and whmcs LIKE, but free
billing SW
myphp
php
any of the tools in Cpanel I would need

My only experience is with Cpanel/WHM and whmcs so don't know what control panel offers the most/best

Wrong place to ask really. We don't recommend use of any control panels. Almost without exception they are completely ****. The least intrusive is probably webmin but then you have to look at it and think "hmm, several thousand lines of perl, all running as root. What could possibly go wrong?"

If you do end up having to use one then I would recommend searching Google for "nameofcontrolpanel CVE" first and see which ones have a never ending stream of severe security problems.
The future appears to be RHEL or Debian. I think I'm going Debian.

CentOS 5 and 6 are deadest, do not use them.
