The commands you ran are transient not permanent so as long as you didn't touch the config files it should come back after a reboot the same as it was before.

Unless you have some sort of remote console access like an iDRAC/iLO then there is nothing you can do except by physically rebooting the machine

That looks like the stacktrace you get from an incomplete or corrupt initramfs file for the kernel selected. Either recreate it with dracut -f or yum reinstall that kenrel by full name-version.

Compare the entire output from dmesg | grep -i ixgbe on both working and non-working kernels. Are there any differences? I suspect you're going to end up needing to report this as a bug on bugzilla.redhat.com.

Back up your data, make a note of the customisations you've made to your apps then reinstall the system from scratch with the new version, recustomise and restore your data. You may also want to review your intended use of CentOS 8 as it goes out of support at the end of 2021 which is 3 years sooner...

There is no upgrade from one CentOS major version to the next. There may be web pages out there claiming you can but you cannot.

The AppStream repo has nginx 1.14 in CentOS 8.4. You don't need any external repo for it. Try dnf module list nginx and see which copy you have enabled.
