Did you try the centos-release-qemu-ev yet? That gets you access to qemu-kvm-ev at 2.12.0-44.1.el7_8.1

Not sure where you got virt-manager being required. That's a GUI that allows you to manage VMs. It is not libvirt and it is libvirt that needs to be 2.0.0 or higher and is - it's 4.5.0 on CentOS 7. https://bugzilla.redhat.com/show_bug.cgi?id=1672682 says it has to use virtio-blk-pci but there is lots of info in there. And whether the patches that enabled it in "Advanced Virtualisation" made it into the non-advanced version is another question...

7.9 is what everyone except Red Hat calls the version they would like known as 2009 in order to try to make it look like it isn't RHEL.

Attachment never made it but dracut-initqueue timeout is due to it not being able to read the initramfs file from the install media. Did you check the sha256sum of the downloaded iso file against the published list to make sure your download is not corrupted?

On RHEL 7, the httpd24-httpd.x86_64 is at version 2.4.34-22.el7.1 which is a whole .1 newer than the one on CentOS. I'm not aware that Subscription Manager is terribly functional on CentOS as there are no subscriptions to manage, the packages are either available or they aren't, there are no repos to subscribe to, only to install/enable or disable. I am not aware that any command line completion can possibly complete the names of the packages you want to list. It doesn't know what they are. The names are all in the dnf repodata which could either be not present, stale or current. It would need to be current to be able to be used but then bash ...
